Preamble:
Transport Commissioner has sent a proposal for Computerized Service Delivery System in all Transport Offices in Karnataka in the letter read at (2) above. Transport Department deals with a large number of transactions relating to transport and non transport vehicles including issue of driving license and registration certificates apart from holding, maintaining and processing large volumes of related data and is one of the major revenue earning departments in the State.
Under Tenth and Eleventh Finance Commission grants Transport
Commissioner's office, five Regional Transport Offices in Bangalore eight
Regional Transport Offices in Gulbarga, Mandya, Mysore, Mangalore, Dharwad,
Tumkur, Belgaum and Chitradurga were computerised. National Transport Software
‘Vahan’ (for Vehicle Registration) and ‘Sarathi’ (for Driving Licence) is being
adopted.
With a view to implement total computerisation and issue of
Smart Card Driving Licence and Vehicle Registration Certificate in all the 55
Regional Transport Offices/Sub Regional Transport Offices and for total
computerization in 9 Supervisory offices
and 15 check posts of the Transport Department in the State a project under the
caption “Computerised Service Delivery Systems in Transport Offices in
Karnataka” proposed to be taken up under Public-Private Participation scheme is
prepared. The Empowered Committee on implementation of e-governance projects
headed by the Chief Secretary in its meeting dated 29.6.2007, had approved the
project proposal of Transport Department for implementation of Computerized
Service Delivery System and issue of smart card driving licence and
registration certificate through Public-Private Partnership Scheme. Benefits from the proposed computerisation
project.
(i) The said project enables the Transport Department to
render enhanced quality of service by quick, efficient and transparent services
to the citizens. Timely delivery of licences / registration certificates would
be possible. The computerisation enables monitoring of revenue collection which
accounts for more than Rs. 1800 crore and plugging of revenue leakage. Database
of all the vehicles and driving licences in the State would be built up which
helps in reliable Management Information System. It enables sharing of vehicle
data to Police Department in investigation of crimes and better traffic
control.
(ii) Better enforcement activities by Transport Department
could be achieved. Introduction of Computerised Learner’s Licence test at all
the R.T.Os and A.R.T.Os offices in the State is planned under the project, so
that preliminary test for issue of learner’s licence for the applicants would
be conducted in a systematic and transparent manner. All the R.T.Os / A.R.T.Os will be
networked through the proposed Karnataka State Wide Area
Network enabling the public to avail the certain services
irrespective of RTO jurisdiction and the R.T.Os to access the records of the
other offices across the State.
Smart Card is a
plastic card containing computerised chip. The format for printing of details
on smart card type driving license is prescribed under rule 16 and in respect
of Registration Certificate is prescribed under rule 48 under Central Motor
Vehicles Rules, 1989. The details in the
computerised chip of smart card can be updated only by an authorized officer
with security key number as prescribed by NIC. The smart card is tamper proof
and durable.
Scope
of the Project – Deliverables and Services to be provided by the Private
Vendor.
(i) Under the said project, the private vendor would supply
computer hardware, software, UPS, and associated peripherals. The private
vendor would establish support infrastructure such as server room,
electrical fittings, furniture, generators etc.
and other necessary facilities for issue of smart cards and supply smart
cards.
(ii) Other related
works such as backlog data entry of existing vehicle registration and driving
licenses, on-going data entry services during the agreement period, technical
consultants at all the offices, training to Transport Department employees,
periodic supply of consumables would be provided by the private vendor. The
private vendor also provides maintenance of computers (including replacement and maintenance of
computers in the 13 already computerized transport offices) and project
facilities and other related services as set out in the tender to carry out
total computerisation and issue of smart cards at the all the transport offices
in the State during the agreement period.
Salient Features of
the Project
(i) Since the project is proposed under Public-Private
Partnership (PPP) scheme there would be no expenditure to Government for
implementation of the project.
(ii) The project would be implemented through an agreement.
The duration of the agreement would be for a period of 15 years from the date
of signing of the Agreement or till issue of one crore smart card driving
licences and one crore vehicle registration certificates whichever is earlier.
Private vendor would be liable for payment of penalty for delayed service as
set out in the Agreement.
(iii) The implementation review committee under the chairmanship
of Commissioner for Transport would be constituted to oversee the entire
implementation of the project. The representatives from private firms, National
Informatics Center, e-governance secretariat, Project Monitoring Unit would be
members in the Review Committee. Likewise, a Project Monitoring Committee
headed by a Deputy Commissioner for Transport along with representative from
National Informatics Center, private firm, Technical Consultants and supporting
staff would supervise the day-to-day implementation / operations of the
project.
(iv) Computer hardware and related project infrastructure
will be installed in six months time from the date of signing of agreement as
per installation phase set out in the tender.
Operations and maintenance phase would be in force throughout the
Agreement period.
(v)
‘Vahan’ (Vehicle Registration) and ‘Sarathi’ (Driving Licence) software
will be used in all the offices of the Department. The software has been developed and provided
free of cost by National Informatics Centre, Delhi in consultation with
Ministry of Road Transport & Highways. The said software is a national
transport software. It consists of work-flow feature. The transactions in
respect of vehicle registration, collection of fee/tax, driving licence,
permits etc. could be carried out using the said software. The software is
being used in the Transport Departments of all the States. The staff of the Department would operate the
software in the said areas of R.T.O.
transactions and final data would be given to private vendor to print the smart
card. The updation of smart cards can be done only by authorised officers of
Transport Department using security number system (Key management system) which
is tamper proof.
(vi) The project would facilitate for creation of State
database of vehicles and driving licenses thereby hooking to national transport
database.
(vii) The private vendor implementing the project would
provide an insurance coverage of Rs. 1.00 lakh in case of death by road
accident and Rs. 50 thousand in case of permanent total disability for smart
card driving license holder for the first year.
Tender
Process:
In order to select a suitable private vendor the tenders were
invited as per Karnataka Transparency in Public Procurement Act. The Government it its order dated 20.11.2007
appointed the Commissioner for Transport as Tender Inviting Authority and
Tender Accepting Authority and the tender process has been finalised on
31.3.2008 as per Karnataka Transparency in Public Procurement Act, 1999. Eleven major companies have participated in
the tender. As per
the price comparison
statement, M/S. Rosmerta
Technologies
Pvt. Ltd. and consortium is the lowest bidder
which has quoted Rs. 49/- (Rs. Forty Nine only) towards Smart Card
Driving Licence and Rs. 63/- (Rs. Sixty three only) towards Smart Card
Registration Certificate.
Provisions
as per Central Motor Vehicle Rules, 1989
As per rule 32 of the said
Rules,-
(i) -for issue of driving license in computerized
chip smart card form :Rs.200/-each
(ii)-for renewal of driving license in compute-
-rized chip smart card form :Rs.250/-each
As per rule 81 of the said
Rules,-
-for issue of registration
certificate in
smart card, an additional amount of :
Rs.200/- each.
The
Transport Department shall have to collect the fee prescribed under the said
Rules and pay the service provider the rates quoted by and accepted which would
leave a balance amount.

It is proposed to implement a scheme called “Transport Welfare and Road Safety ” for the
benefit of general public by way of
transport welfare and road safety measures. For this purpose, it is proposed to
constitute a State Level Committee headed by Chief Secretary, co-chaired by
Principal Secretary to Government, Finance Department; Principal Secretary to
Government, Home Department and Principal Secretary to Government, Transport
Department as members and Commissioner for Transport as member secretary. This Committee will formulate, implement and
supervise the scheme of “ Transport Welfare and Road Safety ” in Karnataka. The
balance amount remitted to the consolidated fund of the State will be utilized
to implement the scheme.
Proposal submitted by the Commissioner for Transport and Road
Safety is examined by the Government and the following order is issued.

In view of the facts explained in the preamble, sanction is accorded for the following:-
(1)(i) Implementation of the project “Computerized Service Delivery System in all Transport offices in Karnataka” under Public-Private Partnership by collecting of fee prescribed for Smart Card Registration Certificate and Smart Card Driving License prescribed under the Central Motor Vehicle Rules, 1989 and for payment of the amount quoted by the bidder and accepted by the Transport Commissioner and for collection of the balance amount by the Transport Department which will be remitted to the consolidated fund of the State.
(ii) Under the said
project, the private vendor should supply, install and maintain computer hardware, software, UPS, and
associated peripherals . The private vendor
would establish support
infrastructure such as server room, electrical fittings, furniture, generators
etc. and other necessary facilities for
issue of smart cards and supply smart cards.
(iii) Other related works such as backlog data entry of
existing vehicle registration and driving licenses, on-going data entry services
during the agreement period, technical consultants at all the offices, training

provided by the private vendor. The private vendor should provide maintenance

maintenance of computers in the 13 already computerized transport offices) and

(vi) Computer hardware and related project infrastructure has to be installed in six months time from the date of signing of agreement as per installation phase set out in the tender. Operations and maintenance phase would be in force throughout the Agreement period as per the tender.
(vii) The private vendor should provide an insurance coverage
of Rs. 1.00 lakh in case of death by road accident and Rs. 50 thousand in case
of permanent total disability for smart card driving license holder for the
first year.
(viii) This project shall be implemented as per the terms and
conditions stipulated in the tender document.
(2) (i) Implementation of the
scheme called “ Transport Welfare
and Road Safety ” for the benefit of general
public by way of implementation of various programmes/activities as
detailed in the Annexure appended to this order. In order to formulate,
implement and supervise the said scheme, a State Level Committee with the following is constituted;

Member
iv) Principal Secretary to Government,

(ii) This Scheme shall be implemented out of sufficient
budgetary support obtained out of the balance amount of smart card fee remitted
to the consolidated fund of the State to the extent of not exceeding 50% of the
total savings and not below 50 % of such savings.
This order is
issued with the concurrence of the Finance Department vide U.O. Note no. FD 398
EXP-6/2008 Dated 8.9.2008 and 23.9.2008.
